Grand Theft Auto V Lagging while driving

I get a lot of frame drop while driving, i've lowered the settings to the lowest possible and put my resolution to 1024x768 and i still get drops, i've put on the Adaptive V-Sync and changed settings in the Nvidia Control Panel but nothing helps, im running on a better rig than my friend but he gets less lag than me, i think it's the fact i am running on 4GB of ram but so is he, i have DDR4 2400MHz and he has DDR3 1600MHz, i am baffled that he can run it a lot better than me.

CPU: Ryzen 3 1200
GPU: Nvidia GTX 1050ti Expedition 4GB GDDR5
RAM: 4GB DDR4 2400MHz
PSU: 500W
MOBO: Asus Prime A320M-K

PS: While not driving i play on 75-120 fps, it depends on what im doing at the moment but while driving it drops to 3-10 FPS
