Grand Theft Auto V Performance Improvements?

I've seen a few other threads on this, but they are mostly outdated and there may be some new solutions.

I'm running Grand Theft Auto V on an HP EliteBook 840 G1, here are the specs:

- Windows 7 Professional x64
- Intel Core i5 4300U (2.5GHz)
- Intel HD 4400 Integrated Graphics
- 8GB DDR3 Ram
- 500GB HDD + 32GB SSD Cache

Even on all low settings and no other applications running I can muster 15 fps max. I see all of these articles on PCs worse than mine hitting 25-30fps, but nothing I try will increase the speed of GTA. Here's what I tried:

- Upgrading to Windows 10. Hated it, no speed improvements
- Defragging and Disk Cleanup
- Setting theme to "Windows Basic" (No visuals)
- Staying plugged into the wall whilst playing (Barely any difference)
- Restarting my computer
- Setting vRAM in the BIOS to 512MB from 128MB (Suprisingly no improvement)
- Using a GTA V fps booster application (No improvement)

So i'm stuck as what to do. I'm sure there's something I can do to fix my problem, any ideas?
