I'm looking for some guidance on purchasing my first video card. Not a gamer, but would like something better than the on board graphics I have been using for a while. Any suggestions in the <= $125 range?

Am I paying for too much card if I only have PCI-e 2.0 and your recommendation uses 3.0?

With that psu and with ~125$, you can get a 7770 ghz edition, no troubles with your psu(it's a good one) or pcie 3.0 (it's fully backward-compatible with any previous pcie, and in your case with 2.0 no bottleneck or loss of performance).
