Graphic card dedicated RAM

When choosing between a graphics card 3gb vs 6gb or 4gb vs 8gb version>

Considering I have 8gb normal RAM does the dedicated memory affect in any way the normal RAM usage? In other words, does having a 8gb dedicated memory on a graphic card reduce the load on the normal computer RAM? or are they completely independent?
Asking this cause sometimes my RAM usage gets up to 7.5 GB out of 8 and I was wondering if having a graphics card with more dedicated memory would help!

They are mostly independent, though some times data normally stored in VRAM (GPU's ram) can store in normal RAM.

If the VRAM gets full, the overflowed data will transfer to your normal system ram instead, which is significantly slower. If then, your normal ram gets full, it will transfer to a page file in your SSD/HHD, which is even slower.

I would test how much of your GPU's VRAM is being used.
