Graphic Card Dilemma !! Please Help

Hi Friends I am an Indian and live in New Delhi. I am about to build a gaming rig(from scratch) in 1-2 weeks. My aim is to play all the upcoming games i.e. Tomb Raider, SimCity, Bioshock Infinite, Crysis 3 which I havent bought yet, GTA 5, Watch Dogs, Star Wars 1313 and all the next-gen games at 1920x1080 resolution on ultra settings at 60+ FPS. My budget is rs. 100,000($1,822). I have finalised all the components, but I am torn between these two graphic cards :

Please tell which is better value for money, this is the maximum I can go for a graphic card. This is the overall configuration :

Processor : Intel 3.4 GHz LGA 1155 Core i5 3570K Processor
Motherboard : ASRock Z77 Pro 3 Motherboard
RAM : Corsair Vengeance DDR3 8 GB (2 x 4 GB) PC RAM (CMZ8GX3M2A1600C9R)
PSU : Corsair CMPSU-800GUK 800 Watts PSU
CPU Cooler : Cooler Master Hyper 212 EVO Cooler
Case : Bitfenix Outlaw APAC Edition
Monitor : BenQ 24 inch LED - GL2450HM Monitor

Bonus Question : I plan to Overclock both CPU and GPU to 4.5 and 1.3 Ghz respectively, is it achievable with my Cooler and Motherboard ? because I have doubts on this.

Any opinions would be welcome !! I am not biased towards either Red or Green Team. Thanks in Advance !!

If you're overclocking, go for the 7970. Get it high enough and you can beat a stock 680 with it, the cooler on that should be able to handle it well. The motherboard is fine for overclocking but if you want to crossfire/sli in the future then you need an asrock z77 extreme 4 or similar. As for overclocking the 3570k, I have a hyper 212 evo as well and mine sits at around 80C under load at 4.4ghz so it should be fine.

No I dont want do go either SLI/CFX or Multi-Monitor, I am only interested in single monitor setup. So a 7970 can OC to 1300Mhz easier than GTX 670 ?
