Graphic card does not start

Hi I recently run a recovery on my laptop. before this I had 60 fps with most games. Now however I ahve only 1/6 fps which makes it impossible to play games. I tried to find out what`s wrong and it seem like there is a problem with my graphic card. It says that this device doesn`t start. I have AMD Radeon HD 7640G card. Can someone tell me what to do please?

Reinstall the driver, AMD Catalyst.
