I have a dell optiplex 755 dt I want to knew if a GeForce FTC 960 4gb card will fit in and what upgrades such as power supply, processor and ram can be mad

The best CPU is the Q9650, or Q9550. It requires a low profile single slot 25W GPU. IDK of a good PSU upgrade for that.
The MT size case can handle a Bigger PSU,and full height GPU But the Zotac GTX1050Ti Mini is a good GPU and about the only one that fits, and it runs off of the PSU anyway. Considering how cheap they are I would get the MT. It doesn't have the 25W GPU limit.
Anyway- DT mods-
1- Some people ignore the 25W limit. Will you be one of them? The risk is yours.
2- There is a DT 90* PCIe riser card that allows 1/2 length full height GPUs. Dell# G5459

3- Officially supports 8GB DDR2 800 low density X64 RAM. There are reports of 16GB but 4GB DDR2 is evpensive.
4- Q9650,Q9550 RW 134 is the quad core heatpipe cooler.
MT Mods-
1-Any ATX PSU
2- Any decent card other/better than the ZOTAC GTX1050 MINI series will need modding to fit and a PSU upgrade. Even ITX cards are too big as is.
3- Ram and CPU are the same. D9729 is the heatpipe cooler for the MT.
Here are the builds for that.
