Ok.. let's take a breath your info provided is a little bit confusing but let's try to solve your problem..

1 - First, whats your Graphics Card Model and Brand, if it's any of new GTX 1000 Series for example the Fan only Spins when the graphics card temps reach a certain temperature when gaming or doing some heavy task that uses graphics card processing, if I'm not mistaken the fans only spins when the temps reaches around 60C, bellow that the fans will remain still and steady since those new graphic cards were designed that way so you shouldn't worry about it, and yeah it's normal when you boot the pc for the first time the fans usually spins for around 5 seconds and then it turns it off, now if you are playing games and the Fan isn't...

2 - What do you mean with "Graphics Card not Recognized?" if you don't have Windows installed yet you won't see any Graphics Display Installed but Default Windows Display, until you install Windows and install your Graphics Manufacturer drivers otherwise Windows will use its Default Display... if you have any Video cable plugged to your Video Card and you can see any Image displayed on your Monitor then it means your video card is working as it should but it doesn't have any drivers installed yet so it won't achieve it's full potential, if that is the case you just need to install Windows and the Graphics Card driver to fix that.. as mentioned above
