Graphic card not working

Hello, So right now i have an amd phenom 9500 quad core processor 4gb ram and 32 bit OS. Power supply is 300W and graphic card is nvidia quadro fx 580. Motherboard is ecs nettle 3 2.2. Recently, i got a radeon rx 550 from a sponser. I took it to the shop and told them to upgrade power supply to 400W and install 64 bit windows so they can install radeon rx 550. So they tried to run the card with 400W. The card ran but stopped after few seconds. They told me that the new graphic card was not supported by my motherboard.

Should i upgrade my motherboard? will it fix the problem? if yes, how much will a decent motherboard cost?

OR is it just better to get a new pc(considering i already have a graphic card)? how much a good desktop will cost? (i want to be able to play games like PUBG).

PS: Total newbie to computer specs.

Yes older motherboards can have issues with newer video cards. A new motherboard, RAM and CPU will be about $250 for a budget setup to over $300 for something that will last a bit for games. Your CPU is 10 years old now, which means just a new motherboard is not likely to support the video card either since it will also be an older model.

There are tons of budget build suggestions in the systems forum http://www.tomshardware.com/forum/forum-31.html just pick what you need from the builds. You have a power supply, hard drive, case, video card so need the rest.
