Question Graphic card or motherboard problem?

Good day Guys i have an issue in my pc..the problem is it wont turn on, first i think the problem is the psu so i replace it but still no respond then tried the other way like replacing the cmos battery same result i also tried removing the ram and put it i the other slot nothing happens, i was thinking the real problem is my motherboard!?!? then i just try the other option i've remove the video card from the motherboard after that i plug in the power cable then i press the power button then suddenly it turns on the psu fan is spinning and the cpu fan, then i put video card back for the second time but my pc wont start again, then remove it again for the last time and it turns on again...so this mean the graphic card is the problem? Anyone knows this issue?

specs in as much detail as possible would be helpful in getting more than random guesses.

any beeps from the speaker? try without the RAM? no speaker?

The diagnostic speaker is the motherboards main diagnostic feedback device.
the motherboard may be telling you where the problem is.
my speakers have this plug

I use lamp wire but any stranded wire will do. literally any stranded wires. strip one end like so

attach the stripped end into the speaker spring clips on the speaker.
the other end of the wire should be trimmed like so the semi strip

by doing a semi strip the wire case is now the socket.
plug one wire to the first pin, and the second onto the fourth pin.
power on the system and listen for beeps
