Graphic card overloads and Psu Shuts off

I have a Nvidia Palit GT660 gtaphics card and a Corsair v450 psu, for one and a half year it has been working fine, with the exception of my psu dying a few months ago and getting a new one soon.
So since the past 2-3 days or so every time i turn on a graphic intensive game which i normally play, (been playing witcher 3, bioshock and dragon age since months) My Gfx cards Fan goes overspeed and the display shuts off.. and then the psu shuts off.

of recent i have only updated my graphic driver once. My house has a Voltage overdose of 260+ plus but i use a voltage controller, whatever it is called, also the earthing of this new electric phase is bad, (if i touch the metal parts of my PC it shocks me.) But i ahve been in this new electrical setup since august.
any ideas or suggestions as to what can be the problem?
