In some games you will have lower fps. I might get the R9 380 since it is a more powerful GPU. The performance difference between 2GB and 4GB only matters with texture packs/modding and playing at higher resolutions.
Noted, I have surfed some website such as http://www.game-debate.com/, it says that with my PC specs "Max Playable Resolutions at 35 FPS" , what does it imply? Is it 35 FPS at ultra setting? How about medium setting? Is there any other website that I can check for graphic card performance at 60FPS?

The GTX 960 and the R9 380 are both very good GPUs for their price. They will, however, struggle to maintain 60 fps at ultra settings on games like GTA V.
At ultra, you will be getting around 40-45 fps, or you could lower your settings to low-medium and get a nice smooth 60.
The extra RAM will give you a very small improvement, however it will be a
really small improvement, and so I don't think it's worth getting the 4GB version.
If you can afford a little extra, I would recommend buying either a GTX 970 or an R9 390. These two cards are both capable of running games in 4k resolution, so therefore, will easily be able to manage 1080p, on all the newest games, at ultra settings, at a solid 60fps (most of the time it will be
higher than 60fps.)
