I have 2 GPU cards, 2080ti and 1070. Does it matter which slot they are inserted from the priority standpoint? I'm thinking about to always have 2080 take the first load of work. Right now my 1070 is in PCI1 and 2080 in PCI2 slot.
If you want to prioritize one of the cards, then insert it in the primary PCI-express x16 slot on your motherboard/PCIe 3.0/2.0 x16. Though, I'm not sure if doing this would make a very huge difference. Which MOBO are you using ?
Why do you have both the cards in the system? From your "first load of work" statement it seems you think they are doing something they are actually not.
I'm using 1070 for my monitor and 2080 to render 3D images. I noticed some activity on my 1070 while I was previewing stuff and got curious how this works. Of course, when I hit render I want 2080 to start working first.

That seems normal, the monitor is connected to the 1070 so of-course it will show activity when it has to display things on the monitor. For what card to use for rendering, that can probably be set in your software or the card drivers.
I'd just remove and sell the 1070, it's really just wasting space and power.
