Graphic Card problem

Hello,i took out my graphics card to blow the dust out,put it back in and when i turned the pc on the graphic card fans were turning for 10-15 second and then would stop,its constantly happening start stop,start,stop.

Did i do something with the card? Could it be a power problem,or could it be the adapter im using to be able to see on the monitor?

If its a newer GPU then the fans only come on when the gpu hits a certain temp and then turn off when it cools off. Try running a gmae or something GPU intensive while you monitor its Temp and watch the fans.
