My Graphic card base clock and memory clock wont go down even on idle..
Can someone help me so they will go down when idle ?

I'm not 100% sure Afterburner shows the clocks live, but instead what they are set to. Use HW Monitor and see what they are clocked at, at idle.

I think there is a problem because the min clocks and the max clocks are the same..
Can you help me ?

GIGABYTE GTX 1070ti 8GB

Use DDU to clear out the drivers and reinstall the latest driver.

Then go to the Nvidia control panel and turn off "maximum performance", set it to adaptive.
