No one knows which card runs hotter?
Not like that, no.
The Pulse can use more power, thus can produce more heat, but that does not mean it is the hotter operating card; all that can be flipped on its head by a well designed or larger cooler.
Take the 4090 for example: capable of up to 600w power draw, but has shown operating thermals on par with cards with far less power use.

The Sapphire Pulse RX 590 has a power limit of 175w: https://www.techpowerup.com/vgabios/214741/sapphire-rx590-8192-190426
The Powercolor Red Dragon RX 5600XT has a limit of 135w or 150w depending(it has dual bios switch).

This query is not applicable at all. Different memory, different architecture, different process node.

You can compare things like the dimensions, amount of memory, and max board power, but not temperature.
