Not like that, no.
The Pulse can use more power, thus can produce more heat, but that does not mean it is the hotter operating card; all that can be flipped on its head by a well designed or larger cooler.
Take the 4090 for example: capable of up to 600w power draw, but has shown operating thermals on par with cards with far less power use.

The Powercolor Red Dragon RX 5600XT has a limit of 135w or 150w depending(it has dual bios switch).
