Question Graphic card to run 4K monitor effortlessly

Hi, I have a Core i7 4790 (500 Watt PSU,16GB of RAM and PCI-E 3.0/2.0) with the built-in GPU and it can't run my 4k monitor very smoothly, the graphic performance has degraded noticeably over the years in general...

I also have a laptop with i5-1235U and intel iris xe which is doing a better job but it is still sluggish a lot of times when running some things.
The GPU seems to be the most stressed component when the lagging appears.

What is a suitable graphics card that I can get for less than 90 dollars to run things smoothly on a 4k monitor? The use case is zoom, watching videos, and screen recordings. Not something heavy but I want it to run effortlessly. It should also have the power to support a secondary 1080p screen at the same time.

Your username is cool as cool! Do you think you may get a RX 550? Preferably Sapphire or ASUS. Many people say it is good for 4K. (Also depends which port you have got on the monitor.)

Now, I've been out of the hardware sector for almost 8 years, so don't count my words as final. There are people on this site who know much more and have greatly updated knowledge of hardware as per the current times.
