What are you PSU specs?

With regards to the CPU, can you overclock? You should be able to push that 4790K up quite a bit which can really help.

In terms of what GPU to go for, a 1660 Super is probably a good choice for 1080p 60, ultra settings. The 8gb RX 5500 XT, and 6gb RX 5600XT are also worth looking at in that performance bracket / price range.

I think your cpu could handle a bit higher (especially as you are going for high quality vs high frame rates), say up to a 2060 Super / RX 5700, although both are a bit overkill for 1080p (would be better suited to 1440p).

Solution
This isn’t really a bottleneck question. Your cpu should be good for 60fps in nearly all or all games. With a target of 60fps gpu choice just determines what game settings you can use while achieving 60fps. However 8gb of RAM may cause you to suffer stuttering in a some games.

How as asked above, we need to know what psu you have.
