Graphic Cards fan doesn't spin.

Okay, i'm having a problem with my PC, the computer is randomly shutting off, without an error screen or something. Tested my HD and RAM, none of them were having some kind of problem, then, i pointed directly to overheating.
Opened up my pc case to clean it in order to have a better efficiency, but i ended up finding out that my video cards fan wasn't spining (it was kind of trying to, but seens like it didn't had enough power for it). So i measured the voltage of it and realized that when i logon the computer, the energy drops from 5v to 3v/2v.
What should i do? I need help, please.
 
Probably RMA the GPU with the manufacturer. If its fans are not spinning up, something's wrong.

You can try installing something like MSI afterburner and setting a custom fan profile to see if it works. Every time I've had GPU fan issues its an RMA.
 


It's an old gpu 🙁 , i can't rma it.
 


Need full system specs, including power supply. Test the card in another system also.

HARD DRIVE: SEAGATE BARRACUDA 1TB 7200RPM
