Question Graphic glitches that wont go away.

I am getting strange glitches in some games and i have no idea what the issue is I've tried everything i can think of to fix the issue. I am getting really discouraged because my games are nearly unplayable like this.

The issue for mgsv is small X's all over certain geometry or foliage and beards and i know for a fact it didn't look like this just a few months ago when i last played.

With remnant the issue is that certain shadows, like puddles or grass flash and flicker constantly i can also see stripes across certain surfaces along with certain geometry not looking right.
I think its an issues with anti aliasing but I'm not certain.

Things i have tried.
DDU and reinstall video card
DDU and starting game using onboard graphics (still had the bug)
system recovery but keep files
loading older drivers.

The only major change I can think that happened is I had to replace my monitor with a <Mod Edit> backup so perhaps it's something to do with that?
Metal ear solid is unplayable like this and I'm sure after reinstalling i will find more games who are the same.

if you see those issues within game 'x' using onboard graphics, then it's a game rendering texture issue seen with some certain GPU solutions with some drivers on the current game patch with your current WIndows version...

That is a lot of variables..

So i completely reinstalled windows and it is still happening. No idea what to do. At this point it has to be hardware? i just don't know. I pretty much cannot play any game because of this my computer is not even 2 years old custom built.
