Graphical artefacts with Witcher 3

Hi, I have the following specs:
-Gigabyte H170 Gaming 3
-Zotac GTX 1070 AMP Extreme
-8GB RAM
-Hydro G 750

TW3 runs like this with the default clock. I never do any overclocking.

I had to downclock a bit (48Mhz) to remove the artefacts.
So, Is this a bad card ? Should I keep it, or RMA it ?
 
Solution
If downclocking fixes your issues, then card is ok - just too aggressively overclocked at factory.
It also is possible, that your pc is not properly cooled.

The temps are pretty normal; 70 C (GPU load) and 42 C (CPU idle)
If I have to downclock it further to, say, -100 Mhz, how big will the performance degradation be ?
Would I still be able to max TW 3 ?
 

It will work as regular non-OC version. Performance degradation - minimal, a few fps difference may be.
Your Zotac model has:
Base: 1632 MHz
Boost:1835 MHz

Non-oc gtx1070 has settings:
Base:1506
Boost:1683

How well factory OC card works depends on case ventilation also. Small case, with obstructed airflow or not enough fans - and it's much easier to run into problems.
