Question Graphical Issues/Glitching When PC Starting Up and in BIOS

To begin, everything was fine while gaming/working, but a few days ago I noticed during startup there is a graphics glitch only when starting up when the motherboard logo and loading sign is on screen, then once windows sign on screen pops up, the computer seems to function as normal. I initially thought it was a gpu driver issue so I cycled through all drivers that I used the past year and the issue occurred with each driver active, older versions to the latest stable version. Today, when gaming on Escape From Tarkov, my fps was stuck at 17 fps and contrast and quality of the game was really off, almost like when you turn HDR off @ 2560 x 1440 and image quality becomes horrible. (borderless fixes the issue but not the fps). I have interchanged RAM slots and reset the sticks. I can't do anything in BIOS because the graphical issue makes it impossible to navigate. I also reset cmos and unplugged power supply and drained power. Also, checked cords, but regular function when already in windows functions regularly. I am now thinking about reinstalling the BIOS from usb, will try to swap out old RAM that still works that I have, and reinstall windows. Or my GPU is just dying. I am wondering if anyone has any experience with this kind of issue and which hardware possibly is the culprit.
