Question graphical issues

Hi guys, i have a big problem with my PC. Graphic textures not loading in games, there is no differennce between low or ultra high settings no matter what i do. It started about a month ago and i could not find any solution on google or even youtube. I reinstalled the windows,every drivers the newest and the BIOS as well. Is it software or hardware issue? i really need help guys with it, im desperate....

config: zotac 3060 Ti (less than a yeard old)
i5-9600K
32GB RAM
MSI MEG Z390 Tomahawk

How old is the PSU in your build?

Use DDU to remove all GPU(Intel, AMD and Nvidia) drivers from your platform. Then manually reinstall the latest GPU driver sourced from Nvidia's support site, in an elevated command, i.e, Right click installer>Run as Administrator.

How old is the PSU in your build?

the PSU is only 4 years old, i have used the DDU to remove the old drivers twice in normal and safe mode, i tried both way.
