"Graphical, mouse lag" ?

Ok guys, problem is rather complicated to explain, because i cant even explain to my self what is going on with my pc, i play battlefield 4 and i have lag. Its not regular internet lag, am not rubberbanding, i have a good constant ping when i check scoreboard, its graphical lag or mouse lag, i dont know, basicly, when i move my mouse its not reacting on the screen instantly, but with some delay, someone maybe couldnt even notice that delay, but when its happening my aim is really off, i cant keep reticle on targets, and after some time my hand starts to hurt from constant trying to control the mouse. Wierdest thing of all is, that its not all the time, today i played few rounds and "lag" was noticable, then i stoped to take a break, got back to my pc after 30 minutes, joined same server where i play every day, lag is gone, twitchy aim, smooth graphics, everythings fine, no one touched pc, everything is same as every day, and then after few rounds lag is back again. To be honest i would love that the problem is constant so i can search for solution and eliminate possibilities, but it comes and go.

My pc: gtx 1050 ti , I5 4670K , 16gb ram, game installed on SSD, playing on BENQ XL2411 monitor with 144 hz refresh rate, mouse is Rival 100

If anyone want to help me solve the problem, or at least find whats causing it can ask anything about pc or internet or anything else that i forgot to mention.

Most important question: Does this ever occurs outtside game, or when playing other games?

This is actually a problem I remember myself playing Battlefield 1942 back in 2003. Back then I concluded that the lag was probably due to weak specs. So it may just be BF that is incompatible with some of your hardware.

No, it doesnt happening out of the game, problem is that i didnt played a lot of other games on this pc other then Escape From Tarkov which was, acctualy it is even now in development, but didnt had such a problems, and Eve online. Bein incopatible with my pc is kinda out of the question tbh, my father plays bf4 on pc that is a lot worse in terms of specs then this one, and he dont have same problems, i play only lockers and my frames are 150-200 all the time, 144 refresh rate, with everything on low, i basicly tryed everything that i could find online to reduce "lag" but like i said before , that "lag" is not constant, just today i played few rounds with that "graphic lag" and left pc for 30 mins, no one touched pc, so nothing happend while i was away, i got back, joined same server, lag is gone, i dont have that feeling like am dragging my mouse trough mudd. I tryed different mouse pad, and i have steel series original one so its not that. I cant figure out what can cause that wierd lag, that one match is normal, other is not, can internet cause those problem?

Then it is the game itself that is causing the issue. Your best bet is probably to notice the developer - they probably have an official forum where you can repport bugs.
