Graphics card blocking PCI_E2 slot

I want to get a Capture card but the PCI_E2 is blocked by my Graphics card witch is on the PCI_E1. the only slot that is left free is the PCI1.

<Please help me come up with a solution>

You could try a PCI-E x1 flexible extender, e.g. http://www.dealsmachine.com/best_189984.html

The card itself could then be placed in one of the lower rear PCI brackets that aren't inline with the motherboard. A screw should be enough to hold it place, otherwise you might need to do a bit of DIY to keep in secure.

Otherwise your only option is a non-dual slot (i.e. low power) graphics card or a different motherboard.
