Graphics Card Broken?

I noticed weird pixelations and the screen being scrambled(screen glitches and crashing). Now, when I try the reboot my computer on normal mode, it can't get past the windows start up screen and goes on an infinite restart loop. It does work on safe mode. It also works on normal mode if I uninstall the drivers. The screen on both of these modes have the screen scrambled and weird colors.

I've updated to the latest drivers and it still has screen glitches and infinite rebooting. I took it out and replaced it with an old graphics card that I had lying around. When I use this, everything works fine. What should I do? Thank you for reading.
