I currently have the AMD Radeon HD 7700 Series Graphics card and i am looking for an upgrade. I'm wanting dual HDMI monitors and my current graphics card is only able to run 1 monitor. i was going to upgrade but dont know what to upgrade to. So i was hoping somone could tell me a good Card for around the 200$ range that has 2 HDMI ports and is compatible with my PC. Specs below.

---------------------------------------------------

Specs:
CPU: Intel(R) Core(TM) i5-3350P CPU @ 3.10GHz
Graphics card: AMD Radeon HD 7700 Series
Ram: 8GB
OS: Windows 7

If need be, just get a DVI to HDMI adapter for some of these cards.

The best at $200 would be the R9 280x from Powercolor, otherwise you'd save a few bucks by picking up a slightly weaker r9 285. Both only have 1 HDMI port so an adapter should only cost a few bucks.

Checked the tick boxes and none of these cards had two HDMI ports so your only bet would be to get one of these.

But using adapters i heard that it slows your response time of the monitor, and i use my PC for mostly gaming.

Dual HDMI, or do you mean dual monitors? Most graphics card including the new GTX 980 only comes with one standard HDMI, 1 or 2 DVI, and the rest are DP. Even on most Radeon cards, you get one 1.4 HDMI, 2 DVI, 1 DP. Rarely do they come with mini HDMI.

If you want multimonitor even R9 270 can link up to 3 displays at once. You don't need a card that has 2 HDMI. You can have 2 monitors in a config that one uses HDMI the second one uses DVI.
