Graphics card constantly at 40 degrees

My graphics card never goes above 45 degrees while gaming. And this is a problem because I'm getting shitty performance in all my games with low GPU usage and power, and my graphics card will never rise in temperature.

When I first built the computer, during gaming I would get 60 fps in everything and the max temperature my card would be at is about 70 degrees. But then one day something happened and it never seems to go above 45 degrees while gaming.

Also, during stress tests and benchmarks it will rise in temperature and perform fine and give me a normal score, but it will never perform well in gaming.

Specs:
GTX 770 slightly overclocked
I5 4670k @ 3.4ghz with turbo
Asus z87 Plus (I installed newest BIOS on it, maybe thats the problem?)
CoolerMaster hyper 212 Evo
8GB Ram
XFX 650W Bronze Edition PSU (So it's not the PSU)

I have already tried most of the normal solutions like reset bios, turn maximum performance on, msi afterburner to up the power, so anything out of the ordinary that might help would be great :D

I am wondering if for some reason it's getting stuck at 2d clock speeds in some games and not bumping up.
Have you installed the newest drivers?
Run gpuz while gaming and turn on logging, look at the sensors tab and make note of the gpu speed when you game.

Yes newest drivers installed, and GPU clock stays the same (1084mhz-1200mhz). It's not the clock speed thats the problem, it seems to be the GPU power.

I just tested it in a benchmark. During benchmarks the GPU Power goes to 96%, and during gaming my GPU Power stays at 60%. I assume this means that my GPU is only drawing 60% of the power it needs and that is why it is not increasing in temperature and not working hard enough?

What type of games and settings are you running? For example if you're playing a game with Vsync on and lower settings, the card won't have to work nearly as hard. Load some demanding games up, crank the settings and resolution up and come back with some FPS readings you got.

I tried Far Cry 4 on High, about 30-40 FPS, 60% GPU power and temperature never rose.

GTA V on HIgh-20-40 fps, GTA V on Low 30-50 FPS XD. Again, temperature never rose and GPU Power locked at 60%

Watch Dogs used to run at Ultra 50-60 FPS, but after this problem started happening it is at 20-40 FPS on medium. Same problem with GPU power and temperature
