Graphics card/crossfire ?

Ok so I crossfired the 2gpus, (7970ghz and r9 280x)they work amazing but I only use 60% of both card in battle field 4?? I've ran 3dmark11 msi kombustor and the gpu-z stress tests all say it's working but shouldn't it be using more then 60% of both card? The amd fx 8350 shouldn't be bottle necking it at all so this is concerning me,

I also tried re-seating the crossfire bands and added more fans, the 7970 was the hottest at 76c
1080w psu cooler power gamer series supports the crossfire with ease also ... I'm at a loss here :/

It's very game dependent. The better the optimization, the more percent usage by the card. I would try out other games and see if the issue repeats it self (tomb raider, bioshock infinite, shadow of mordor, and murder soul suspect have very good optimization off the top of my head).

Solution
The best game on my pc right now is battle field 4, I just moved the cards around and hope that it will do better now. Other then that games such as tf2 borderlands titan fall run easy ... When I'm in bf4 lobby I'll use 99% of both cards but not in game???
