graphics card damaged?

I have a 980ti and an i74790k. I have had my pc for roughly two months now and at first it performed really well as expected. But for the past month or so it has been doing awful. On GTAV at 1080p high graphics settings I get an average of around 53 fps down to the mid 40s in grassy areas. Changing resolution doesn't seem to change framerate and Vsync does nothing I have tried OCing before but I don't think this has caused it as the maximum temperature I have seen my GPU at is 69. Now though, overclocking has no performance differance. I have the latest nvidia drivers. Could anybody help?

Are you using an HDD?

dO WINDOWS updates, run malware bytes, Check cpu/gpu temp while gaming, turn OFF v sync and IF you can post pictures with your exact gta v settings or if you can write them

1) Yes I'm using a HDD
2)There areno updates available
3)I doubt it's malware as I recent;y installed a new harddrive after my last one died but I'll check anyway
4) My GPU reaches a maximum temperature of 69C and my CPU cores reach about the same
5)Vsync makes no difference to the game, whether it's on or off
6) it's not just GTAV, my pc has performance troubles on everything, except unigen heaven, it has roughly the same average frame rate but seems to have a lower lowest frame rate but here's the settings anyway;

Do the malware bytes scann

Download Ccleeaner and clean the files

Defrag your HDD

If it is 1TB leave at least 300GB

Download MSI afterburner Put the Power limit (%) to the maxinum
The temp limit to 95c
fan speed 50%
Memory clock +300
Core clock +60

And then check FPS...
