Graphics card dead?

I have strange problem.
I left the computer one day and left the house, and there was lightning that day, and the electricity was cut-off(I live in India).
When I returned and tried turning my computer, my monitor would display anything, but I could hear the windows boot-up sound and was able to log in to my computer(by hearing the sounds)
I then tried to use Integrated graphics and that worked, and then I went into the BIOS and made sure to put PCI graphics, but after plugging back in my GPU, still no output.
So the worst scenario is that my gpu is dead, and this will be the second faulty one in a year.
Any ideas?

I reseated the card and it worked.Also in the AWARD BIOS, the three options were PCI,PEG and onboard Graphics. I picked PCI first, and it didn't work, but after picking PEG it worked, but I now need to reinstall the drivers for some reason.
WOrst case scenario can be that the GPU is dead, right, but you also need to factor in that perhaps the PSU isn't able to deliver the power necessary for your entire system. Have you tried breadboarding the system? Speaking of which, did you carry the GPU over to a donor system and seen if that works on another system?
