Graphics card defective?

Hello,

Yesterday i finished building my new pc using msi amd mb and amd processor with diamond radeon r9 290 video card and windows 7 ultimate. Everything was working great, didnt go through windows 7 update yet, but installed avast and malwarebytes. also installed swtor and was playing on highest settings no problem. when i quit the game everything went to crap and when i restarted there was a vertical line pattern about an inch long in the middle of the screen. when run in safe mode that goes away but there are horizontal lines. I tried another monitor, but the lines are still there. re-installled windows 7/deleted hard drive and now the horizontal lines are showing up. tried putting the card in a new slot and it has the same problem. is this a hardware issue or driver issue? anyone else run into this problem?
 
Solution
un-install the graphics drivers, reboot, then install graphics drivers from the website so you get the latest ones. Also, keep in mind what i said about glitches. In my opinion i would just send the card back and get a different one.
The r9 280x and 290 have had big problems with screen tearing and artifacts. I previously has a r9 280x and a 290 and has to replace both. I got a r9 290x and there are no more problems. This is because the r9 280x and 290 both use the old architectures from the 7900 series, as the r9 290x is new.

I would save a bit more money and get a r9 290x. check out Scan.co.uk they have deals all the time, you can get a r9 290x for around £300. or even try a gtx 900 series, they are the best on the market right now.
 
I installed the driver updates for the mother board and then installed the the driver updates for the graphics card (ones that came on cds). When restarting after graphics card update the pc is on but the monitor shows a black screen (it is on). Should i uninstall the catalyst in safe mode?
