graphics card dying

I recently had a tv I was using as a monitor break on me. its native resolutions was 1920x1080. Since then I tried hooking up another tv with a native resolutions of 1368x768. whenever I select 1368x768 my screen starts showing a polarizing picture. since then i have been using 1920x1080 since its not the native resoulution it looks pixlated. I wanted to know if anyone can help me out and tell me if its my graphics card thats broken or if my computer just doesnt like that setting, And I have noticed a small performance drop in games but nothing too major.

it could be dying, or maybe problem with cable, sometimes connecting display to tv can be a painfull thing
