Graphics card fan getting destroyed

This is a new graphics card that I bought some months ago, it worked great until recently. My monitor/screen just turned off and went in power saving mode and when I booted up my PC it did the same. I have searched everywhere for a solution and just recently opened up my PC and saw this horrible thing that had happened to my graphics card. I fear I have overheated my card or something that have burned the parts of my fans off.
I would really apreciate some help cause I probably can't afford another card.

Edit: I'm stupid it was just dust on my graphics card :)
But I would like some help with the problem with my monitor that turns off

Sounds like your screen might not be able to use the refresh rate your graphic card is trying to use.

Can you boot in safe mode?

Solution: Nick2660 had to go in safe mode with networking, download the driver for his screen and install. Then reboot in normal and the issue was fixed
That happened to my Viewsonic VX922 back in the day. It would turn itself off randomly. I had to bring it to a repair man to have it fixed.

Do you see a message on your screen before it turn off? Do you see the boot screen or do you reach that point?

 
No messages, it's like a normal bootup but while the windows icon loads, the screen turns to black and it says, powersaving mode
