Graphics card fan going nuts

I just built a new system and any game I try to play makes my fan go full blast, even watching a Let's Play or other gameplay video causes this, and afterwords, if I quit the game, the fan doesn't stop. It doesn't even stop if I restart the system, I have to completely power down. My system is plenty powerful enough for any game I can throw at it, and it starts doing this just at the splash screen or main menu. I have looked at the temps at the GPU is only at 30c when the fan kicks in and it does not rise past that.

MB: Gigabyte Z270X Gaming Ultra
CPU: Intel i5 6700K
Video: Asus GTX 1070 STRIX OC
Case: Phanteks Enthoo Pro M

I would really appreciate getting this sorted out because it's very annoying and loud. Just running games at 1080p and default settings causes this, so it's definitely not pushing the card beyond its limits and my drivers are all up to date.
 
Install GPU-Z or ASUS GPU Tweak or Nvidia Inspector or any monitoring program to see if the GPU temps are actually crazy (which is almost impossible).

Then open your case and make sure the GPU is properly seated on the slot. If it's not, sometimes the temperature report doesn't go through and the fans spin at 100% as they dont know what temp the GPU is at so to keep the GPU from frying.

If the GPU is actually heating that much, it's a serious problem. Strix design is too good for that kinda tasks. If you cant figure it out by software, open the PC's side window and take your hand close to the GPU's heatpipe to see if it's actually throwing away heavy heat.

Update: Download Ungine Valley/Heaven/Superposition benchmark, run it (in windowed mode) and see GPU temps on any monitor on the side of the benchmark window. Normal temps can go to 75C, maximum to 80C and not more than that.
 
Yeah, if I use Tweak to manually set the fan, the minimum I can set it to is 40% and there is no difference between 40%, which is very loud, and 100%. It seems like it's running at full blast no matter what the settings are, and it doesn't go down below that until the system is completely powered off.

Could someone confirm if this sounds like an RMA issue?
 
While playing EVE online, check the actual GPU usage on a monitor at the side. At times it doesn't matter what you're doing in a game, it does take that much rendering power, however I dont know EVE online.

Also try running a benchmark (unigine heaven) on extreme, and see the temperatures your card gets to, and then the fan usage. It could be that your fans were always programmed to work this way.

If the issue is still there, that sounds like something's wrong in BIOS settings of your card... Replacing the original BIOS with your own modded version WILL void warranty and has the risk of ending up with a blackscreen if done incorrectly but will save the time and trouble of a long RMA.

I'd suggest you go for an RMA if nothing else is working.
 
The requirements for EVE are very, very low.

CPU: Intel Dual Core @ 2.0 GHz, AMD Dual Core @ 2.0 GHz.
RAM: 2 GB.
Video: AMD Radeon 2600 XT or NVIDIA GeForce 8600 GTS.

Apparently it's possible to play it on low settings with Intel Integrated graphics. There's really no reason that should make to fan spin at 100%, it's 15 years old. Other old games I've tried do it too.

I'll try Unigine and see what the fans and temp do.
 
So on the default settings Heaven got to around 60c with the GPU Tweak on the default "Gaming Mode" settings. The fan spun up to the full, leaf blower level, but the actual Fan Speed in GPU Tweak says 0. And even if I try to manually set the fan control to 0 it doesn't stop or even slow down.
 
I'm starting to think your GPU isn't seated properly because that's the most common reason of fans not being able to be controlled. Is the fan speed above 0% or 0 RPM in any monitoring software? Try Nvidia Inspector, HWMonitor and GPU-Z.
 
Try Nvidia Inspector. It should work. 0 RPM Fans and 38% means your fan has a 0dB Fan noise design, that means at times it'll also stop completely when the GPU is cool.

Im seriously suspecting your GPU not seated properly on the motherboard. Take it out, put it back in, that must do the trick.
 
And you checked that the temperatures aren't ACTUALLY THAT HIGH?

Run a benchmark, open a monitoring software, say ASUS GPU Tweak, see if the temps actually go higher than 75C.
If they do, you got a problem. If its not that high, you can BIOS-Mod a custom fan profile using nvflash, which is serious...
 
Both GPU-Z and Asus GPU Tweak and Unigine reached a max of 59c, before that there was 0 fan activity, the fanswere still, then it immediately went to full Leaf Blower mode, when the fan first started both Tweak ang GPU-Z said the fans were running at 20% and 0 rpm. When the GPU had cooled to 35c, according to both GPU-Z and Tweak, they both said that the fans were at 0% and 0 rpm but they were, in fact, still running at incredible, crazy-high, very loud speeds.

How quick is Asus' RMA?
 
Eventually that's the only option... Try one last thing if it works - uninstall ANY softwares which even possibly could be controlling any fans on your system (ASUS GPU Tweak, MSI Afterburner, etc) and then see if the fans still go crazy.
