Graphics card fan making rattling noise when running at a low speed?

Hi! I was wondering if someone could help me figure out why my graphics card makes a rattling noise when it's running at <35% speed but when I crank it up any higher (40%+) the rattling noise either stops or becomes very quiet. I've started keeping my fan at 40% because the rattling is driving me crazy, but I don't want to keep it at 40% in case my GPU starts getting hot and my fan needs to be higher. When I leave it at automatic fan settings, however, unless I'm playing a taxing game, my fan is at 24% and the sound is really, really loud. Is there any way I could fix this? I would rather not replace the fan, but I think I'd be able to if I had to. Thanks!

Edit: This sound just started last night; it hasn't been like this before.
 


Because you said when the fans spin at higher RPM the noise stops, I guarentee this is the symptom pro-long sagging of the graphics card and now your gfx card is bent and the frame is causing the fan to rattle. You do realize that graphics card sag on PCI slot? If this is the case then there is nothing you can do about it, just extremely poor care for your hardware.
 
I cleaned by laptop cooler and does the same AFTER cleaning (brushing a bit and blow air lightly on it)
Noise at very low speeds, silent on rest, I can only hear it 1-2 sec when I shut down computer and cooler spins down.

- dirt got around the shaft
- normal wear (but I don't think so)

Mine does the noise when spinning it manually taken off computer. So I don't think rattling computer parts can be the case with these issues.
