Graphics card fan not spinning?

I bought a XFX Radeon RX 560 and I installed it & it's working great via graphics but the fan isn't spinning...Like does it have a sensor that makes the fan spin at a certain degree?

It could just be that it has a passive fan. I have a 1050 and the fan will not turn on till it needs to be cooled. This is probably what is wrong
You can also visit the maker website and it should have some software to control your gpu
