Graphics Card Fan not Turning on Automatically

Hi! I just built my first pc, and everything is working great, except one concern of mine is that the graphics card, which is the EVGA Geforce GTX 1060 6GB SC's fan is not turning on automatically when it should. I don't know if there is a temperature that triggers the fan, but I am wondering if there is a way to set that in EVGA Precision or some other app.

Any help is appreciated, thank you!

The fans will spin at boot for a second or two , then when the card hits about 62C it will kick the fans on.
