Graphics card fan stucked/broken/jammed/?

Some days ago, I noticed that after playing some GTA V my gpu fan was unusually loud and the temps were going almost 81c. I tried with other games like The forest or Rust.
At first I thought it was just for a moment but it kept going on and on
I turned off the pc and checked, and the fans of the gpu were dusty as hell.
I cleaned it, took off the card, no problem, started it right back, went back on playing, but then the temps were the same, even with the dust removed
Apparently, one of my fans of my gpu stopped working ? I checked the cable that connects the fans and it was the same as ever, untouched, so it cannot be from it, I never actually touched it.
I tried increasing the gpu fan up to 85-90% then it started working, but not as fast as the other one, when I put it back to normal the fan just stopped. The gpu is from over 1.5 years I suppose ?
My question is, how do I proceed with this ? I used to not understand almost anything about computers, so this one's parts were all bought from a pc service/company that fixes/sets up computers, so I don't know anything about warranty, but I hope we can fix it without actually replacing the entire damn card. Right now I can still run everything normally, it's just that the temps go 10-15 degrees than they used to be, and the fan is bat**** crazy, any possible fixes ?
I tried spinning it manually when the pc is turned off, it's almost spinning as fast as the other one, if not the same, so it's not like it's stopping immediately. I haven't installed drivers recently, but they are the most up to date last time I checked. I haven't preinstalled, installed something new like windows service pack updates/driver updates so it can't be from it either.

Sapphire R9 280 dual x
once again, it started happening before 3 to 7 days, can't remember exactly.

Ok R9 280x have horrible fan problems honestly when the fans mess up on the r9 280x you better off just buying a new card sad to say so the fan will still rotate if you run it with your finger it ain't hitting the gpu or anything? If so guess its time for a new gpu
