[SOLVED] Graphics Card Fans Not Running?

Hi there,
I've just built myself a new PC and all seemed well but I've only just noticed that the fans on my GPU don't seem to be running all the time and they heave periods where they will spin for 30 seconds and then shut straight off again. this might not sound like a problem but I've overclocked my GPU and I've set the fan speed to 75% in order to try and keep it nice and chilli, to add to this when I am in MSI afterburner its showing that the fan speed is always at 75% even when they're not spinning. Ill list my Computer components below and any help would be much appreciated.

CPU - AMD Ryzen 5 2400G
Motherboard - ASRock B450M PRO 4
16gb of RAM
GPU - Saphire Radeon VEGA 56
PSU - Not too sure on the brand but i know its 700W

Your card uses dynamic fan control and they should start spinning around 60c. 75% rpm speed you've set is the speed they'll spin at when the fans kick in.

Adjust thermal curve lower if want fans to spin below 60.
