Graphics card fans not spinning and no signal

I bought a new graphics card(nvidia gtx 960) and got it installed at a repair shop. First time i booted it everything was fine, I installed everything on the disc that came with the card. I then realized that the widows aero theme things were not working and this had been a problem before I had bought a new card. So I restarted it and it was saying there was no signal and the fans on the graphics card weren't spinning. They only spin for about a second just after I switch the computer on.

CPU: Intel Core i7-3770K
GPU: Nvida GTX 960
PSU: Corsair TX650

If you changed the GPU and the problem persist, your PCIe slot may be defective, try it in another slot and see what happens. If nothing happens then as I said your PCIe slot is broken and you need to change your Motherboard.
