Graphics card fans not spinning

So i just build my first PC and when i start it up and go to bios the fans on my R9 285 wont start, i know the packet says 0db fan but i dot think this is what they mean

Assuming you got the ASUS StriX R9 285, the 0db mode is when the fan is off under a certain temps. It doesn't matter if you are in the bios, the fans won't speed up until it reaches a certain load/temperature.
