Graphics card fans spin on startup, then stop, also receiving no display

Hi. I just finished my first pc build. When I turn it on with the graphics card installed the pc turns on but nothing comes up on the display. the fans on the graphics card spin on startup but stop in a few seconds. I started the pc up fine without the graphics card installed and recieved a display with out it. What could be going wrong?

Graphics card is a geforce gtx 1060 6gb 2fan

Motherboard is gigabyte Z170-HD3

Firstly just because the fans are spinning it does not mean the GPU is working, only the fan controller. I would say try the card in a different PC/try a different card in your machine if you can, this will hopefully allow you to see if the issue lies with the card or your machine.
