When i boot the PC the GPU starts normally but after about 15 seconds the fans spin up to 100%. Setting a custom curve with MSI Afterburner doesnt change the fan speed at all. I got open hardware manager and it says the fans are at 0 RPM

Then here on Afterburner idk if it means anything but at the bottom it says min 29 max 33. https://imgur.com/a/thVVt

First, make sure you have the most recent motherboard bios version installed.

Second, make sure you have done a clean install of the graphics cards drivers.

Finally, if neither of those solutions is helpful, try reseating the card. If none of that works, which unfortunately it may not, I'd contact the manufacturer as usually when the graphics card fans go to 100% regardless of temperature or load, it's a faulty card. It's likely you'll need to process an RMA on your card, but I'd at least try those solutions first because THEY are most likely going to ask that you do them anyhow.

Also, if this is a card that uses supplemental power from the PSU...

Also, if this is a card that uses supplemental power from the PSU, make sure those connections are installed and firmly seated and if you don't have the card in the primary #1 PCIe slot, closest to the CPU, move the card to that slot and try it all again. I'm assuming you do have it in the correct slot but you can never be too sure.
