Question Graphics Card Fans Start for a Second then Stop

My 1060 GTX GPU's fans start for a second then power back down. I've tried 2 different power cables to my PSU, 2 different power outlets throughout the house. I took it into the PC store to get fixed. They told me the PC was working fine? Please help.

Please provide more details, and FULL PC specs. Which cable did you plug in the GPU, PCI-E/PEG connector ? What's the exact model and brand of your GTX 1060 ? Does it feature the FAN STOP 0db technology, meaning the fans won't spin in IDLE mode, when TEMP is less than 60 C ??

During the POST process, the fans will start, and then stop, but only on those GPUs which have this 0db Feature.

I've noticed the same thing on my card. After doing a clean Windows install, I get nothing at all on my display when the GPU is connected whether I use the GPU outputs or the motherboard outputs. The GPU spins for a second then stops a few times, and nothing else happens.
