Question Graphics card fans

Hey guys!

So I have a 1070 that the fans just stopped working all of a sudden. Both fans kind of "twitch" in sync with each other, so its like they are kind of trying but I dont think its a bearing issue since i can very easily manually spin em.

Someone told me it sounds like the "fan capacitor" went but Im not sure. Any ideas? Should I take it apart? Its an evga SC so itd be a pain to get the cooler off.

Any ideas would be incredibly appreciated!!

Sounds like what they should do at startup? What happens under load?
Can you manually set a fan speed in the BIOS (or MSI Afterburner etc)? Try to manually set 100% at 20'C or something - see if they ramp up.

Yea I have software where I manually turned em to 100% and still nothing :-/
