Graphics Card for 4k web browsing

I'm using a desktop with Xeon E3 1245 v3 CPU and its HD P4600 iGPU. It has 16GB dual channel DDR3-1600 memory. The motherboard have 2 DisplayPort 1.2, so I connected it to a 4K monitor.

Daily operation works well at 4k60hz, which actually surprised me. However web browsing with chrome is slow, with usually ~20 fps and webpage crush time to time. Performance on Microsoft Edge is a little better. Decreasing the resolution to 1080p solved the problem.

So I guess this is because of the low performance of P4600? Will switching to a better graphic card help? If so, What's the cheapest graphic card that is able to output 4k@60hz, and web browsing smoothly?

A 710 is just as weak as the 4600. That will have no difference. A 730 would be a worthwhile increase relatively in performance but it is below modern intel igpus which do fine with 4k but it's a bad deal. A 1030 is significantly better and found for about the same price. 730 is about $60 and a 1030 is double the performance for $70. The cpu is in no way weak. There is no need for a $200 gpu.

Isn't that the integrated GPU? From your CPU.

Basically any GPU in the past 5 years will do better than that. On web browsing. Not in gaming off the browser. You just have to check under specifications what is the resolution it can handle. I checked the cheapest in my country still on sale, and the 710 gtx can run 4K.

Just updated my question. My desktop have 16GB memory, system memory is unlikely the cause.

It seems that GT710 is only marginally better than iGPU. Will it improve web browsing performance much?

Well that's the cheapest I could actually find on a quick search. I also don't know how weak your CPU is honestly.
If you have the money I'd go for something like an AMD 370/470 or 1050ti which should be like 200$

But we don't have enough information on what you're using it for, twitch, netflix. And maybe you have issues with your browser, I would try a different browser before purchasing a new GPU. Or maybe a fresh install of Windows. A new GPU is a huge commitment for web browsing only.

From my own experience even on i5 3*** and i7 4770k, the integrated GPU is very weak and can lag a little even when just moving windows around. That's why a cheap GPU should be better regardless. If 710 seems too weak, try 720, 730, 750ti etc

The CPU is not weak at all. E3-1245v3 is essentially just a workstation version core i7 4770. Currently any visiting any picture intensive website, like arstechnica, will be problematic. I tried a NVIDIA Quadro 410 today, and the problem become worse. This is understandable since Quadro 410 is weaker than HDP4600. So I bought a 1050 today. Should solve the problem this time.

Indeed. I tried an old NVIDIA Quadro 410, which is very similar to Geforce GT 710. Same # of CUDA cores, same Kepler architecture. The result become worse. Finally got an GTX1050 which should be more than enough.
 
A quadro 410 is significantly weaker than a 710. I'd put the 710 about 50% better so you can see why it got worse. I like to suggest throwing the spec sheet out the window. People get caught up on bits and pieces of the equation when only the end of the equation matters.
