Graphics Card for a 4 year old Dell

Hello everyone,

I am helping a friend's daughter find a new GPU for her 4 year old dell desktop so she can more effectively play games (mostly mmo's and such), and I had a few questions.

1.) I figured a gtx 1050 ti would suit her just fine and the price seems to work with them. The only issue that I am seeing is the psu says "do not exceed more than 300 watts" which I'm assuming means the psu is a 300 watt psu. I found a single fan EVGA card that says "300 watts or more" when it comes to the required psu type. Is this still a safe choice?

2.) As mentioned, the computer is about 4 years old, with an I5-4460. Would the mother board have at least PCIe 2.0?
 
Solution
1050Ti with no AUX power connector should be under 75W and fine to use with almost any PSU.

As for PCIe, i5 starting with Ivy Bridge (3000 series) have PCIe 3.0.
