Graphics Card for BF4

I just put together a new pc:

AMD A10 7850K
ASUS A88XM-A motherboard
8GB DDR3
EVGA GEFORCE GTX 650
Using a Hannspree 24" TV with HDMI hookup as monitor (60HZ)

When I play BF4 and move the mouse quickly I get a significant amount of screen blurring. Is this due to the graphics card or my monitor.

I can't afford to spend a ton on the graphics card so if it is the card, any recommendations?

That's probably because of the TV. TVs are not meant for gaming, they handle movement quite poorly. Lots of ghosting and blurring.

Your card is good enough for BF4, so the problem should be your display.

Would the card be enough to handle a high or ultra setting? Any recommendations for a decent monitor?

No, the GTX 650 is a low-end card. It'll do fine at lower settings.
